แคว้น “กาตาลุญญา” เป็นแคว้นหนึ่งของสเปน ซึ่งมีการแบ่งเขตการปกครองออกเป็น 17 แคว้นด้วยกัน นอกจากนี้ยังมีการปกครองตนเอง 2 นครปกครองตนเอง แต่ละแคว้นจะแบ่งย่อยออกไปเป็นจังหวัด มีทั้งหมด 50 จังหวัด

แคว้น “กาตาลุญญา” มีชื่อเรียกที่แตกต่างกันไป บางท่านเรียกว่า “แคว้นคาตาลัน” หรือ “แคว้นกาตาลุญญอ” บางคนเรียก “แคว้นแคทาโลเนีย” แล้วแต่ว่าผู้ที่จะเรียกจะใช้ภาษาอะไร “กาตาลุญญา” เป็นแคว้นที่มีการปกครองตนเองจาก 2 นครปกครองตนเอง จังหวัดในแคว้นกาตาลุญญา ประกอบไปด้วยจังหวัดที่คนทั้งโลกรู้จักดี คือ บาร์เซโลนา ซีฏรนา เยย์ดา และตาร์ราโกนา โดยมี นายคาร์เลส ปุกเดมองต์ เป็นประธานาธิบดี

การปกครองของสเปน

สเปนเป็นประเทศขนาดใหญ่ มีพื้นที่มากถึง 5 แสนตารางกิโลเมตร ครอบคลุมพื้นที่ส่วนใหญ่ของคาบสมุทรไอบีเรีย มีนายมาริอาโน ราฮอย เป็นนายกรัฐมนตรี

ทั้งที่เป็น “ราชอาณาจักร” แต่สเปนก็ได้ชื่อว่าเป็นรัฐแห่งการปกครองตนเอง การใช้ชื่อประเทศว่าราชอาณาจักร หมายถึงสเปนเป็นรัฐเดี่ยว แต่ในความเป็นจริงสเปนคือรัฐรวมที่มีการกระจายอำนาจจากศูนย์กลางไปสู่แคว้นต่างๆ ซึ่งแต่ละแคว้นมีสิทธิในการปกครองตนเองในระดับที่แตกต่างกันตามภูมิหลังการปกครอง

กระแสความต้องการเป็นเอกราชของแคว้นกาตาลุญญา

แคว้นกาตาลุญญา มีที่ตั้งอยู่ทางตอนเหนือของสเปน โดยมีเมือง “บาร์เซโลนา” เป็นเมืองเอกที่สำคัญมีขนาดเศรษฐกิจใหญ่กว่าโปรตุเกสทั้งประเทศ ซึ่งตัวเลขด้านเศรษฐกิจเพิ่มขึ้นอย่างต่อเนื่องนับตั้งแต่แนวร่วมพรรคการเมืองสนับสนุนเอกราช ชนะการเลือกตั้งท้องถิ่นติดต่อกันตั้งแต่ปี 2558 เป็นต้นมา

สเปนนี่มีปัญหาเรื่องการขอแยกดินแดน ทั้งจะแยกด้วยการจัดตั้งขบวนการการก่อการร้ายอย่างขบวนการ ETA ของแคว้นบาสก์ หรือขบวนการเอต้าของแคว้นกาตาลุญญา และการจะขอแยกตัวเป็นเอกราชด้วยการลงประชามติ

จุดประกายความคิดของชาวกาตาลุญญา 7.5 ล้านคน ที่จะขอลงประชามติแยกตัวเป็นเอกราชจากสเปนมาจากเหตุการณ์สำคัญ 2 เหตุการณ์ กล่าวคือ เมื่อ 17 มีนาคม 2557 ชาวไครเมีย มีการลงประชามติแยกจากประเทศอูเครนไปอยู่กับรัสเซีย และเมื่อ 18 กันยายน 2557 ชาวสกอตแลนด์ก็มีการลงประชามติว่าจะอยู่กับสหราชอาณาจักรต่อไปหรือจะแยกเป็นประเทศเอกราชจัดตั้งชาติใหม่

การลงประชามติในแคว้นกาตาลุญญาแยกตัวเป็นเอกราชจากสเปน

เมื่อวันที่ 1 ตุลาคม 2560 ที่ผ่านมา สำนักข่าวต่างประเทศรายงานจากเมืองบาร์เซโลนา ประเทศสเปน นายคาร์เลส ปุกเดมองต์ ประธานาธิบดีของกาตาลุญญา กล่าวว่ามีผู้ออกมาใช้สิทธิ์แยกเอกราชออกจากสเปนมากกว่า 90% ของชาวคาตาลันซึ่งได้ลงคะแนนสนับสนุนการแบ่งแยกดินแดน โดยจำนวนผู้ออกมาใช้สิทธิ์ในการลงประชามติอยู่ที่ 2.26 ล้านคน จากจำนวนผู้มีสิทธิ์ลงคะแนนทั้งหมด 5.34 ล้านคน คิดเป็น 42.3%

ขณะที่รัฐบาลกลางในกรุงมาดริด นายกรัฐมนตรีมาริอาโน ราฮอย แถลงข่าวเมื่อวันที่ 2 ตุลาคม 2560 ที่ผ่านมาได้กล่าวถึงความวุ่นวายที่เกิดขึ้นและชี้ว่าการลงประชามติดังกล่าวเป็นโมฆะ

โดยรัฐบาลกลางในกรุงมาดริดได้บังคับใช้กฎหมายตามหลักนิติธรรม เพื่อควบคุมสถานการณ์ในแคว้นกาตาลุญญา และสถานการณ์ที่เกิดขึ้นบ่งชี้อย่างชัดเจนแล้วว่าไม่มีการลงประชามติเพื่อประกาศการปกครองตนเองเกิดขึ้นในแคว้นกาตาลุญญา

ขณะเดียวกัน ผู้นำสเปนกล่าวปกป้องปฏิบัติการของเจ้าหน้าที่ฝ่ายความมั่นคงว่า "เป็นการทำตามหน้าที่" ในการรักษากฎหมายและความศักดิ์สิทธิ์ของอำนาจศาลรัฐธรรมนูญ ที่สั่งระงับการลงประชามติของแคว้นกาตาลุญญา "อย่างไม่มีกำหนด" หลังมีรายงานประชาชนมากกว่า 840 คนได้รับบาดเจ็บจากการปะทะกับตำรวจปราบจลาจล และมีเจ้าหน้าที่อย่างน้อย 33 นายได้รับบาดเจ็บเช่นกัน

จากกระแสข่าวการลงประชามติของแคว้นกาตาลุญญาแยกตัวเป็นเอกราชออกจากสเปน กลุ่มคิดต่างจากรัฐ ปีกการเมืองกลุ่มขบวนการ องค์กรภาคประชาสังคมบางองค์กรได้ทำการขยายผลและเปรียบเทียบกับปัญหาความขัดแย้งใน จชต.ถึงความเป็นไปได้ในการลงประชามติแยกตัวเป็นเอกราชจากประเทศไทย

หากมองด้วยใจเป็นกลางและเปรียบเทียบ จชต. กับแคว้นกาตาลุญญาที่มีการลงประชามติ รากเหง้าปัญหาแตกต่างกันโดยสิ้นเชิง

ในเรื่องของการปกครองทั้งของประเทศไทยและสเปน มีการปกครองในระบอบประชาธิปไตยระบบรัฐสภาโดยมีพระมหากษัตริย์ทรงเป็นประมุขก็จริง แต่สเปนมีการกระจายอำนาจจากศูนย์กลางไปสู่แคว้นต่างๆ 17 แคว้น การปกครองตนเอง 2 นครปกครองตนเอง ซึ่งแต่ละแคว้นมีสิทธิในการปกครองตนเอง ซึ่งแตกต่างจากประเทศไทยเราที่มีการกระจายอำนาจจากส่วนกลางไปสู่จังหวัดต่างๆ

ที่สำคัญในเรื่องของความรุนแรง การลอบวางระเบิด การใช้อาวุธทำร้ายผู้บริสุทธิ์ ในพื้นที่ จชต.กลุ่มคิดต่างจากรัฐมีการละเมิดสิทธิมนุษยชน ปฏิเสธแนวทางสันติที่รัฐบาลไทยเปิดช่องทางที่จะนำไปสู่การพูดคุยหาทางออกของความขัดแย้ง ปฏิเสธการพูดคุยสันติสุข โดยเรียกร้องรัฐบาลไทยให้มาเจรจาสันติภาพโดยตรงกับกลุ่มตน แทนการเจรจากับกลุ่ม “มารา ปาตานี” พร้อมทั้งประกาศจะยิงประชาชนต่อไป จนกว่ารัฐบาลไทยเจรจาสันติภาพ 2 ฝ่ายเท่านั้น

โดยภาพรวมความเป็นไปได้ในความพยายามของกลุ่มคิดต่างจากรัฐ หรือแม้กระทั่งปีกการเมืองของกลุ่มขบวนการที่มีการปลุกระดมเพื่อไปสู่การลงประชามติแยกตัวเป็นเอกราจากประเทศไทยคงเกิดขึ้นได้ยาก หรือไม่มีโอกาสเกิดขึ้นเลยเนื่องจากไม่เข้าเงื่อนไขที่จะนำไปสู่จุดดังกล่าว การโฆษณาชวนเชื่อโดยการนำกรณีแคว้นกาตาลุญญาลงประชามติแยกตัวเป็นเอกราชในสเปน จึงขอให้ใช้วิจารณญาณและอย่าหลงประเด็นมิเช่นนั้นจะตกเป็นเครื่องมือของกลุ่มที่ไม่หวังดี.
